The character is Euron Crows Eye.
I got this description from who helped me with some of the descriptions of the characters. I just love this character, hehe:
Hes left his family after having a relation with his brother Victarions wife. Since that time he spent his life sailing the seas as one of the most dangerous pirates of all times. His ship is called Silence since all the members of the crew are mute or had their tongues cut off. The wood of the whole ship has a reddish color, due to the tons of blood poored on its decks during the boardings and the cruel raids that Euron and his crew did during the years. Hes the terror of all the sea villages. His only interest toward his family is ascending to the Sea Throne, owned by his father Balon.
Illustrations for card games like this always have short deadlines, and are supposed to be viewed on a smaller scale than here.
I love the detail and effects on the armoured plates and the collar.

i have always visualized this character as more rough, viking-ish (like the Greyjoy are), though: this man here's too smooth / renaissance imo. (and there's a bit too much metal on him for a pirate, yes. okay, i see he's not aboard a ship now, but to represent his character maybe that would've served a scene to capture him in.)
